Hebrews 8:11 And they shall not teach, each one his neighbor and each one his brother, saying, ‘Know the Lord,’ for they shall all know me, from the least of them to the greatest.
This verse affirms the new covenant is made with believers only. The new covenant is comprised of regenerated believers from both Israel and all other nations. The old covenant was made with the physical nation of Israel and most were NOT spiritually redeemed. Only a remnant of the nation of Israel was redeemed [Romans 9:27]. THE DISTINCTION: The old covenant was with a single physical nation, while the new is with regenerated believers of all nations.
