Romans 8:5 For those who live according to the flesh set their minds on the things of the flesh, but those who live according to the Spirit set their minds on the things of the Spirit.
Paul is making a clear distinction between believers and unbelievers. The difference in this verse is what they have their minds set on. The unbeliever is interested in temporal worldly things that do not last. The believer’s mind and focus is on spiritual things that are eternal.
