Hebrews 8:8-12 repeats what the prophet Jeremiah stated in Jeremiah 31:31-34. The book of Hebrews interprets this new covenant through the ministry of Jesus Christ who was declared prophet, priest, and king with power. In the passage above, it was prophesized that a new covenant would be established with Israel. This new covenant is not a different administration of the same covenant, but a NEW covenant that replaced the Mosaic covenant.

In chapter 8 the writer of Hebrews takes an Old Testament prophecy and interprets it through the more excellent ministry of Jesus Christ.
